Education and Early Childhood Development (ECD) Qualifications

Summary of Responsibilities
The ECD Reviewer is accountable to the Team Leader for completing the Staff Training, Approach to Education and Early Childhood Developmental Services, and Providing Education and Early Childhood Development Services sections of the OHS Monitoring Protocol.

Tasks include:

  • Interview the Education/Child Development/ECE Manager
  • Review the Grantee’s written and implemented curriculum
  • Review files for a sample of children in observed classrooms
  • Collect and entering all notes from observations, interviews, review of records, etc. into the “Notes” component of the OHS Monitoring Software
  • Work collaboratively with others to complete common assignments, interview Grantee stakeholders, write preliminary areas of noncompliance, and accept direction from the Team Leader

Minimum Requirements

Education:
Bachelor's degree in a field related to early childhood education, child development, child psychology, child and family services, or human development (with emphasis on child development).

Work Experience:

  • Head Start experience is preferred but not required.
  • At least 3 to 5 years of experience in a Head Start, public, or private early child development program for children birth to age 5 at the local, regional or national level (e.g., lead or Master early childhood teacher; early childhood program coordinator or manager; early interventionist involving or addressing work in classroom or home settings; early childhood education trainer, State or Federal oversight of child development programs, technical assistance provider and/or other type of early child development consultant).
  • Relevant work experience must be within the last 15 years.
  • Work experience that addresses two of the following five areas of responsibility:

    1. Planning and implementing an appropriate early childhood inclusive curriculum that meets the needs of diverse children and their families;
    2. Supervision of early childhood classroom staff;
    3. Participation in child observations, assessments, and individualization plans;
    4. Oversight of child development programs at the State or federal level;
    5. Providing training and technical assistance in the area of early childhood development to child development programs.

Other Requirements
Must be able to demonstrate through a specified writing sample the ability to write clear and concise reports supported by appropriate evidence.
